Job Description: An exciting opportunity has arisen for a Development Manager to join our newly formed Development department which is responsible for leading and coordinating the successful delivery of each site from land bid, through to achieving a planning permission and delivery of the project.
The role will deliver an overarching development strategy for each project and have overall day-to-day responsibility and be the main point of contact for Clients throughout the project. You will be expected to coordinate the skills and resources of each function within Telford Homes, together with appointing and managing external consultants ensuring each development is optimised, coordinated and meets the overall strategy, legal, planning and client requirements.
Duties include:
Land Purchase/Project Start
* Ensure a comprehensive handover is provided by the Land Team following a successful land bid.
* Liaise with the Land, Investment, Planning & Pre-construction teams to put together development strategy for each project.
* Agree and submit the Development Strategy to the Build To Rent Development Director in order to obtain formal Senior Management and Board Sign-off.
* Agree the project financing programme and requirements with the Capital Markets Director to ensure the Funder(s) legal documentation is set up correctly.
Site Funding Agreements
* Support the Pre-Contract Development Director, providing input into the legal documentation (land assembly, construction, development management agreements and Joint Venture (JV) agreements) with land vendors and the affordable housing partner.
* Lead negotiations with the Funding Partner and work with Telford Homes’ in-house Legal Department, the Capital Markets Director and liaise with internal departments as necessary
* Meticulously undertake due diligence, compile accurate information and obtain internal sign-off prior to conclusion of Heads of Terms and the final legal contracts.
* Coordinate internal information in order to prepare the supporting documentation to the legal agreements. This will include compilation of the Employers Requirements (ERs), legal conveyance plans, sectional completion plans, cashflow forecasts etc.
Design & Planning
* Identify, appoint and coordinate external consultants, in conjunction with the Planning & Pre-construction Departments, in order to achieve a successful planning permission.
* Compile and agree the detailed project stage (RIBA 0-2) programme with the planning and pre-construction teams and the external consultant team.
* Lead the external design team, working closely with the Planning Manager, to develop the scheme design and coordinate input from internal project team members as required.
* Liaise with in-house pre-construction (technical, cost, programme) and planning disciplines to ensure a robust, viable and deliverable planning application.
* Undertake detailed and accurate financial appraisals in conjunction with the Investment Team to review and monitor financial viability throughout the project.
Post-Planning Construction
* Ensure a comprehensive handover is provided to the Operations Team once planning is submitted.
* Be the main point of contact for clients with overall day-to-day responsibility for the project.
* Coordinate the monthly progress reports with the internal operations team and lead the Monthly Client Progress Meetings.
* Ongoing review of legal, planning, CIL and s106 obligations to ensure all requirements are met within the required timeframe.
* Ensure at the time of appointment, that the Consultant and sub-contractor warranties and professional indemnity insurance meet the requirements set out in the overall Agreement and / or Construction Contract with each client.
We are keen to hear from Development professionals with the following:
* A minimum of three years in a Development Management role.
* Previous experience with legal negotiations, contract administration, financial planning and analysis.
* Experience with working with clients (or working Client-side) and JV partnerships.
* Successful track record in managing high-rise residential developments in London through the critical elements of the development cycle.
